Barreras físicas y técnicas al comercio en la frontera Táchira - Norte de Santander y su incidencia en la integración regional suramericana

Abstract

Resumen. Las barreras físicas y técnicas al comercio internacional en la zona fronteriza Táchira (Venezuela) - Norte de Santander (Colombia) afectan la integración regional suramericana. La investigación lo demuestra al analizar las teorías de la integración regional, su evolución, las etapas de la integración económica y la eliminación de barreras como elemento consustancial a la integración regional, así como al evaluar el estado del arte de los procesos de integración en América Latina al explicar la forma que aquella ha tomado en Suramérica y específicamente entre Venezuela y Colombia. Además, se han examinado las medidas tomadas de manera unilateral por Venezuela y Colombia, bilateral por ambos países y en la Comunidad Andina para disminuir esos tipos de barreras al comercio en la zona fronteriza en estudio, pero a su vez, se explican las razones que las mantienen vigentes. Finalmente, se discuten los beneficios que genera eliminar las barreras físicas y técnicas al comercio en la frontera Táchira – Norte de Santander con respecto a la integración regional suramericana.

Abstract. The physical and technical barriers to international trade in the border area of Táchira (Venezuela) - Norte de Santander (Colombia) affect South American regional integration. This investigation analyzes regional integration’s theories, its evolution, the stages the economic integration and the removal of the physical and technical barriers as core elements of the regional integration. It also evaluates the state of art of regional integration processes in Latin America and the way it has taken in South America and specifically between Colombia and Venezuela. Furthermore, it examines the unilateral measures taken by Venezuela, Colombia, bilaterally between both countries and within the Andean Community to overcome or eliminate those barriers to the trade in the common border area under study, and, at the same time, explains the reasons that keep them in place. Finally, it discusses the benefits of removing physical and technical barriers to trade in the Táchira - Norte de Santander border area and to South American regional integration.
